Purpose of the Post

Under the guidance of the Chief, Field Operations and in close collaboration with Chief, Learning with responsibility for managing the planning, implementation, monitoring and evaluation of objectives one and five of the Netherlands funded Peacebuilding Education and Advocacy Programme. In addition, the position will support education in emergencies, disaster risk reduction, and peacebuilding support to refugees. The incumbent will ensure conflict sensitive programming, foster harmonious relations with partners and support organizational learning and alignment between UNICEF Peacebuilding and Education Activities and complementary strategies including the UNICEF Approach to Resilience. Request is for 16 months in order to align with the Country Programme – the current cycle of which will end on 31/12/2014.

Major Duties and Responsibilities

• Increases the inclusion of conflict analyses and conflict sensitive planning and delivery in educations plans and policies. Increases dialogue between peacebuilders and educationists at national level. Increases education representation in peacebuilding dialogue and planning at the national level, and increases the number of national education policies that support equitable and conflict sensitive education for marginalized children and youth.
• Manage the planning, implementation, monitoring and evaluation of Outcomes one and five of the Netherlands funded Peacebuilding Education and Advocacy Programme.
 • Act as a focal point for education in emergencies and support disaster risk reduction policies and activities as needed.
• Liaise with T4D unit to ensure harmonization and coordination between UNICEF approaches to adolescent/youth programming across departments, and share research findings and lessons learned through the PBEA programme which might inform UNICEF’s future youth programming approach.
 • Manage peacebuilding support provided to refugees as part of the education in emergencies portfolio.
• Ensures there is adequate generation and use of evidence and knowledge in policies and programming on linkages between education, conflict and peacebuilding. This will be achieved by advocating for education funding in conflict-affected contexts when appropriate. Increases the evidence base for education’s role in peacebuilding. Disseminates evidence and knowledge on the relationship between education and conflict prevention and reduction and peace, and by engaging national and regional research institutes in global networks addressing peacebuilding and/or education.
 • The incumbent will also support monitoring and evaluation of programme progress and achievements, as well as building cross-sectoral linkages and learning. This will enable UNICEF Uganda to position itself as a thought-leader on peacebuilding issues by generating strategies, policy briefs and guidance which support the GoU and other stakeholders and will enable UNICEF to lead on peacebuilding coordination.
• The incumbent will remain abreast of related institutional strategies and policies, such as the soon to be launched Strategy on Resilience, to ensure maximum complementarity between programmes and approaches.
 • Assists government authorities and partners in peacebuilding planning and on technical strategies for addressing pressing conflict drivers. Qualifications:

Education: Advanced University Degree in International Relations, Peacebuilding, Social Sciences or equivalent relevant experience.

Work Experience:

Five (5) years of responsible professional work experience at national and international levels in post-conflict recovery and peacebuilding programme management, monitoring and evaluation. Familiarity with conflict drivers in Uganda as well as relevant trends in post-conflict reconstruction and Peacebuilding. Experience conducting research in Uganda a distinct advantage.

• Experience interviewing children (ideally with UNICEF or directly applying UNICEF standards and guidelines)
• Familiarity with best Practices in Peacebuilding and Education
 • Understanding of “Do No Harm” Principles and experience applying principles in practice
• Experience and training in conducting conflict analysis
• Experience using conflict analysis to inform conflict sensitive programming
 • Familiarity with current research and practitioner trends in Peacebuilding and Education
• Experience conducting research in Uganda (preferably on conflict or post-conflict issues)
• Managerial skills.
 • Knowledge of computer management and applications.
• Ability to work in an international and multicultural environment.
 • Ability to work in unstable environment.
• Fluency in English required
